A simple Mind Fortress example pack to show people how to swap out the villager skins on the mod using a resource pack.

It's rather simple, you need to extract it, open it up, find the skins, and simply replace them with the exact same name, but a different file of a Java player skin, whatever you want, and it will swap it out on the villager when you apply it as a resource pack.
